La gestion des citations est un business profitable et/ou une arme concurrentielle importante.. et a toujours attiré des projets divers. Celui qui émerge, I4OC, semble solide, mais attendons l'avenir. Cela pourrait faciliter les évaluations bibliométriques.
Il y a 6 organisations qui ont collaboré pour créer I4OC: OpenCitations, Wikimedia Foundation, PLOS, eLife, DataCite, et Center for Culture and Technology. Il y a beaucoup de supporters, et déjà pas mal de maisons d'éditions participent, mais quelques importants joueurs ne sont pas encore là. Le site n'est pas très fun, sans design inventif (voir image).
En pratique, en 2017, environ 50 % des citations sont ouvertes et facilement disponibles (sur 38 millions dans CrossRef) pour des analyses bibliométriques. Il faut souvent des abonnements à des bases pour toutes les obtenir. 
Il s'agit d'une initiative majeure avec les objectifs :

The establishment of a global public web of linked scholarly citation data to enhance the discoverability of published content, both subscription access and open access. This will particularly benefit individuals who are not members of academic institutions with subscriptions to commercial citation databases.

The ability to build new services over the open citation data, for the benefit of publishers, researchers, funding agencies, academic institutions and the general public, as well as enhancing existing services.

The creation of a public citation graph to explore connections between knowledge fields, and to follow the evolution of ideas and scholarly disciplines.
